1. Professional Experience Underpinning Advisory Capacity

During more than 30 years of service at the Legal Department of the Ministry of Finance, Senior Advisor Le Van Tham led and participated in numerous key assignments, including:

• Leading the drafting of a Circular on judicial expertise activities in the fields of planning and investment.

• Participating in the development of legislation on Investment and Enterprises, and contributing to major statutes such as the Law on Lawyers, the Law on Public Lawyers, and the Law on Judicial Expertise.

• Leading the codification of the Investment Section and coordinating the codification of other key areas, including Public-Private Partnership (PPP), Cooperatives, Bidding, and Enterprises.

• Participating in the review and appraisal of investment project dossiers, with comprehensive understanding of the processes for assessing eligibility, risk factors, and project compliance with policies and planning frameworks.

• Providing guidance to local authorities and enterprises in resolving difficulties and obstacles in investment and business procedures; possessing extensive practical experience in working with Departments of Planning and Investment, Departments of Justice, and various ministries and sectors.

• Monitoring law enforcement, conducting internal review of normative legal documents, participating in judicial expertise activities, and compiling reports for the Central Steering Committee for Anti-Corruption and Anti-Negativity.

From his position within a central policy-making authority, he has developed deep insight into legislative logic, enforcement mechanisms, and practical dossier processing, creating a distinct advantage in investment advisory services.
