Lawyer – Senior Legal Counsel in Criminal Law
Vietlink Law Firm is pleased to welcome Mr. Thai Manh Hung to join its team of legal professionals as Senior Legal Counsel in Criminal Law.
Mr. Thai Manh Hung has nearly 20 years of service within the People’s Procuracy system of Quang Ninh Province and was appointed by the Prosecutor General of the Supreme People’s Procuracy to positions ranging from Junior Procurator to Intermediate Procurator. He has been involved in various professional stages of the procuracy sector, including supervision of investigation and first-instance adjudication in public order and national security cases, as well as supervision of enforcement of criminal and civil judgments.
Throughout this period, he directly supervised investigative, prosecutorial, and trial activities in numerous criminal cases and oversaw judgment enforcement within the province, including cases of a complex, sensitive nature requiring a high level of procedural expertise. He was assigned to handle nearly 1,000 cases in total (including many particularly serious, complex, unclear, and multi-defendant cases), prosecuting thousands of defendants without any instance of wrongful prosecution or acquittal due to prosecutorial error. Many cases required direct reporting to the Provincial Party Committee, provincial authorities, and three central agencies (the Police, the Procuracy, and the Courts). He directly supervised hundreds of crime scene examinations and investigative reenactments, as well as over 1,000 autopsies involving various causes of death.
Notably, certain cases required in-depth technical and legal expertise to establish criminal liability against individuals responsible for serious violations of professional regulations, such as the largest milling water burst incident in the Northeast region in 1996, resulting in four fatalities and eight injuries, and the 1999 methane gas explosion at Mao Khe Coal Mine, the most severe incident of its kind in Southeast Asia at the time, resulting in 19 fatalities and 16 injuries. Upon transitioning to the supervision of judgment enforcement, Mr. Hung advised on and directly conducted general supervision over the operations of the provincial Civil Judgment Enforcement Agency and the enforcement of criminal judgments by the Provincial Court and detention facilities under the Ministry of Public Security within the province. His unit was recognized by the Supreme People’s Procuracy as exemplary, with innovative and effective practices in this field.
His extensive tenure in the Procuracy sector enabled him to accumulate profound practical experience in criminal procedure, develop the ability to identify legal risks and assess evidence, and gain a comprehensive understanding of the operational mechanisms of procedural authorities and related agencies at each stage of case resolution.
Subsequently, Mr. Hung was transferred to the Central Emulation and Commendation Commission (a Government-affiliated body assigned to perform state management functions in the field of emulation and commendation nationwide), where he continued to hold several key managerial positions. During this period, he was appointed Chief Inspector by the Government Inspector General before being appointed Deputy Chief Inspector of the Commission and later Director General of the Legal Affairs and Inspection Department, as well as Director General of the Department of Emulation and Commendation for Ministries, Central Agencies, and Mass Organizations (Department II). In these capacities, he directly directed, reviewed, handled, and resolved complex legal, inspection, administrative, and public service responsibility matters requiring broad and in-depth legal expertise and strong professional integrity, and he provided timely advice to competent authorities to address numerous practical difficulties and inadequacies in policy implementation.
With a solid foundation in criminal law and prosecutorial supervision, extensive experience in inspection, legal affairs, and administration at the central level, and a practical, results-oriented legal mindset, Mr. Hung, upon retirement from public service and motivated by a desire to uphold justice and assist vulnerable individuals in seeking fairness and equity, has joined Vietlink Law Firm—an organization comprising more than a dozen practicing lawyers across various fields, including Civil Law, Criminal Law, Commercial and Business Law, Civil Judgment Enforcement, Labor Law, and Marriage and Family Law.
