Decree No. 105/2017/ND-CP dated 14 September 2017 on alcohol trading;
Decree No. 17/2020/ND-CP dated 5 February 2020 amending and supplementing certain provisions of decrees relating to investment and business conditions under the state management of the Ministry of Industry and Trade.
2. Tobacco trading
Decree No. 67/2013/ND-CP dated 27 June 2013 detailing certain articles and implementation measures of the Law on Prevention and Control of Harms of Tobacco regarding tobacco trading;
Decree No. 106/2017/ND-CP dated 14 September 2017 amending and supplementing certain provisions of Decree No. 67/2013/ND-CP on tobacco trading;
Decree No. 08/2018/ND-CP dated 15 January 2018 amending a number of decrees concerning investment and business conditions under the state management of the Ministry of Industry and Trade.
3. Gas trading (LPG – LNG – CNG)
Decree No. 87/2018/ND-CP dated 15 June 2018 on gas trading.
4. Petroleum trading
Decree No. 83/2014/ND-CP dated 3 September 2014 on petroleum trading;
Decree No. 95/2021/ND-CP dated 1 November 2021 amending and supplementing certain provisions of Decree No. 83/2014/ND-CP on petroleum trading;
Decree No. 80/2023/ND-CP dated 17 November 2023 amending and supplementing certain provisions of Decree No. 95/2021/ND-CP and Decree No. 83/2014/ND-CP on petroleum trading.
5. Commercial infrastructure
Decree No. 60/2024/ND-CP dated 5 June 2024 on development and management of markets;
Relevant National Technical Regulations (QCVN) on logistics, commercial centers, and supermarkets.
Each sector has its own set of standards and conditions, including:
Business conditions;
Technical standards;
Specific licensing systems;
Fire prevention and fighting (FPF) requirements;
Reporting obligations and dossier retention.
