On April 22, 2025, the Standing Committee of the National Assembly issued Resolution No. 81/2025/UBTVQH15 on the establishment of 355 Regional People’s Courts (RPCs), based on the restructuring of district-level courts across 34 centrally governed provinces and cities.

This marks a breakthrough step in judicial reform, aiming to streamline the judicial apparatus, professionalize the court workforce, and enhance adjudication quality. The reorganization is expected not only to optimize resources but also to ensure citizens’ access to justice is more efficient and timely.

355 REGIONAL PEOPLE’S COURTS

Pursuant to Resolution 81, from July 1, 2025, the current district-level court system in 34 localities will be reorganized into 355 Regional People’s Courts. Each RPC may cover 2 to 4 district-level administrative units. The locations of these courts have been carefully selected based on infrastructure, population density, and actual case volume in each region.

This transition will not disrupt ongoing judicial proceedings. Cases accepted by district-level courts before July 1, 2025, will be transferred and continuously handled by the newly established RPCs, ensuring procedural continuity, efficiency, and legal compliance.

List of 355 RPCs – Public, Transparent, and Easily Accessible

Attached to the Resolution is an Annex listing all 355 RPCs, distributed across 34 provinces and cities. Citizens and businesses can easily search this list to determine the competent court for their civil, criminal, or administrative matters within their locality.

The regional court model lays the foundation for building a court system that:

  • Operates with higher independence in adjudication;

  • Reduces the workload on grassroots-level courts;

  • Enhances specialization and rational human resource allocation within the judiciary;

  • Improves the quality of justice and protection of lawful rights and interests of individuals and organizations.
