Ministry of Industry and Trade Enforces Decision No. 1825/QĐ-BCT to Tighten Market Control

On July 8, 2025, Minister of Industry and Trade Nguyễn Hồng Diên signed and promulgated Decision No. 1825/QĐ-BCT on the Plan for Implementing the Prime Minister’s Directive to continue preventing and combating smuggling, trade fraud, counterfeiting, and violations of intellectual property rights.
Context and Emerging Risks
According to the Ministry of Industry and Trade (MOIT), in the near future, complex shifts in international trade policies and geopolitical tensions among major economies will significantly impact Vietnam’s import and export activities. Offenders are expected to exploit legal loopholes, take advantage of e-commerce and logistics platforms, and conduct violations with increasingly sophisticated and professional methods, posing serious challenges to enforcement authorities.
Key Objectives of Decision No. 1825/QĐ-BCT
This Decision implements the Prime Minister's Directive No. 13/CT-TTg and Official Telegram No. 82/CĐ-TTg, focusing on:
Renewing the mindset and operational methods in the fight against smuggling and counterfeiting, recognizing it as a critical political task requiring unified action across the entire political system;
Placing citizens and businesses at the center as active participants in detecting and reporting violations;
Strengthening inter-agency coordination, clearly defining responsibilities, functions, and powers among different administrative levels to avoid overlaps and gaps in management.

Concrete Actions: Market Inspection as a Routine Duty
The MOIT emphasizes that market inspection and control must be considered a regular and ongoing duty, not limited to so-called “peak months.” These efforts must be conducted continuously and comprehensively, targeting specific localities, sectors, and key commodities.
Moreover, enforcement must be integrated into administrative reform and restructuring efforts, aiming to:
Enhance the capacity of state management;
Eliminate gaps in responsibility;
Increase proactivity and effectiveness in handling violations.
Initial Results from the Peak Inspection Period (May 15 – June 15, 2025)
Following the Prime Minister’s directive, the MOIT deployed synchronized nationwide market inspection measures, with notable results:
Issued numerous plans and directives instructing Market Surveillance forces to intensify thematic and surprise inspections, especially in e-commerce and logistics sectors;
Focused inspections on high-risk product groups such as food, pharmaceuticals, essential consumer goods, and high-tech products;
Strictly handled violations involving counterfeit goods, imitation products, untraceable origins, and infringement of intellectual property rights.
